  The City of Alvarado's levy of fines and the proportion of those fines upon the highway traffic to generate revenue is unconstitutional violating the Eight Amendement of the U.S. Constitution, Article VIII in the Bill of Rights, in that the fines are a disproportionate burden to the average citizen. I suppose a counterargument would be made that you could go plea in court for reduced fines but a look at the numbers simply shows the score. In Texas the median per capita income is $28,210 and a simple speeding ticket to be paid to the city of Alvarado to avoid a warrant for arrest or suspension of license in one's home state totals nearly ~0.9-1.8% of any one random individual's yearly income? The CSR at the county seat was very helpful but the persons at Alvarado only recommended attorney services - who that is affected by excessive fines can afford the time cost and financial burden of an attorney? In essence they are forking the lower class and lower middle class working folks who cannot step out of their jobs for one minute in order to make ends meet. I paid my fines which will result in some financial hardship compared to other fines paid in the past in other areas. I was one of many traveling at the same rate of speed in the traffic flow but perhaps being an out of state vehicle is the reason I was pulled over just as many non-residents report when they cross the border into my state for work. Nothing new here. The truth is that it is far more likely for a wealthy person who can afford representation & time away from work or a company with local or state interests to have their fines reduced or eliminated than a working class person who has neither the time or money to go through the legal process. Back to the grind to make up the slack & driving slower than traffic flow when passing through Alvarado.

  The clerks at the court house in Alvarado are extremely rude and unhelpful; I'm not sure how they are allowed to continuously treat people in such manner. I also don't believe the city should be able to hand out citations to the community due to trashcans being out or a couple of weeds, if the roads in ALMOST every neighborhood look horrendous.
